To configure above IPs as a DNS server you can just click on network and adapter settings by right clicking on your network or internet icon below at task bar.
Once you are in the settings window select change adapter options.
Then select IPV4 from the option and select properties. Then change the IP address on below 2 fields marked in red.
Now let's understand what is DNS ?
The DNS or Domain Name System basically translates the website address (e.g. www. google. com) which we write on address bar of our favorite browser to an IP address of that website's actual main server. This server actually serves your request and replies with the proper response of your queries.
So once you hit enter on your browser with URL on address bar your browser sends the request to DNS server. DNS server internally maintains a list with a mapping between website address and their IP address of actual servers.
So DNS server sends your request to that IP on your behalf. It means all the request and response you send and receives from website routes via DNS server.
So overall speed of your DNS server is required to have a better request and response for your overall internet speed.

How to use DNS Jumper
First, select your network adapter from the dropdown list. To know your network adapter, go to your Start Menu search bar, input view network status and select the Best Match. Select Change adapter settings from the left column.
One of the network adapters will have the name of your current connection underneath the adapter type. Wi-Fi connections will also display a reception bar. Note the name and select the corresponding hardware on the DNS Jumper dropdown list.
